Bill was born and raised in Alton, Illinois and has lived in Madison County most of his life. He graduated from the University of Michigan with a B.A. in 1962. He then attended law school at the University of Illinois, where he received an LL.B. in 1965. Following graduation, he returned to Alton and practiced for six months with the firm (then known as Hoagland, Maucker, Bernard & Almeter) before enlisting in the U.S. Army in March 1966. He was on active duty in the U.S. Army for three years, serving in the Counterintelligence Corps both in the United States and overseas. Upon his release from active duty in early 1969, he returned to Alton and again began practicing with the firm. In 1986, he became a partner in the firm.

Charitable and Community Activities

In addition to being a long-time member of the American Legion, the Veterans of Foreign Wars, and Rotary International (Paul Harris Fellow), Bill has been extensively involved in various land and wildlife preservation efforts both at the local level and on a national level. He is also currently on the Board of Trustees for the James and Aune Nelson Foundation, and previously served on the Board of Directors for the Alton Educational Foundation.
