Emmett grew up in Alton, Illinois and after finishing high school in 1944, enlisted in the U.S. Navy. He was on active duty for two years and served in both the Pacific and Atlantic Theaters during WWII. Upon his release from active duty, he attended the University of Notre Dame, where he graduated with an A.B. in 1951 and a J.D. in 1952. He then served as a Law Clerk for Justice Roger Kiley of the Appellate Court of Illinois (First District) from 1952 to 1953. He then returned to Alton and began his private practice with the firm of Verlie, Eastman & Schafly, which was subsequently known as Schafly, Godfrey & Fitzgerald. In 1986, he joined Hoagland, Fitzgerald, Smith & Pranaitis as a partner. He has an "A" peer review rating in the Martindale-Hubbell Law Directory.

Emmett currently serves as Chairman, Board of Administrators for the Alton Foundation; he is also a member of the Supervisory Committee for St. Anthony's Hospital in Alton; he was on the Advisory Board for Marquette High School for 25 years; and served on the Board of Directors for Mercantile Bank of Illinois for 10 years.
