Education and Employment Background Emmett grew up in Alton, Illinois and after finishing high school in 1944, enlisted in the U.S. Navy. He was on active duty for two years and served in both the Pacific and Atlantic Theaters during WWII. Upon his release from active duty, he attended the University of Notre Dame, where he graduated with an A.B. in 1951 and a J.D. in 1952. He then served as a Law Clerk for Justice Roger Kiley of the Appellate Court of Illinois (First District) from 1952 to 1953. He then returned to Alton and began his private practice with the firm of Verlie, Eastman & Schafly, which was subsequently known as Schafly, Godfrey & Fitzgerald. In 1986, he joined Hoagland, Fitzgerald, Smith & Pranaitis as a partner. He has an "A" peer review rating in the Martindale-Hubbell Law Directory.
